I found a small container of chloracetaphenone, it is many years old. what was this used for?

the container has 9 small metal vials (almost looks like small bullet shells). open on 1 side where the chloracetaphenone can be seen (is pink) on the other side of the casing is an acorn. the vials are no more than app. 1/8 x 1/8.
just curious, I collect costume jewelry and time to time come across some nonrelated jewelry stuff but this is definately the most different and I think unrelated.

chloroacetophenone is a strong lachrymator used in riot control.
